lync 2010 to 2013 migration issues

I am working to migrate from lync 2010 to lync 2013. I am setting up a single internal server at the moment and will add an edge server to support remote users and anonymous users outside the company to join meetings. However, I have gone through the installation process on the front end server that I am setting up but for some reason cannot get the control panel to load and I cannot move a user to the new server.

I have started to do some digging from other postings I have found online and noticed that I do not have the rtc store access interface class listed in the dcom config.  also I have sql server 2012 installed, not express, and have 3 instances, RTC, RTCLocal and Lync2013.  There are no databases on the RTC instance and only the XDS database on the RTCLocal and there are 3 databases on the Lync2013 instance. 

Even though all the setup processes show completed successfully it does not appear that it installed all the items. 

I tried to move a user in powershell using move-csuser username -target lync.domain.com which resulted in the error that unable to connect to some of the servers in the pool due to a DCOM error.

I am looking for any and all help to get this going in our environment.  This is the second time I have gotten to this point in an attempt to setup lync 2013 and migrate our existing 2010 users.
